Southeast Asia Carry-On Rules: Airlines and Airports Guide
Southeast Asia has some of the world's most restrictive low-cost carrier carry-on policies — and some of the most surprising exceptions. Bangkok Airways gives you 20 kg of cabin baggage included. AirAsia gives you almost nothing unless you pay. Knowing the rules before you book can save you significant money and stress at the gate.
AirAsia
AirAsia operates the largest budget airline network in Southeast Asia, covering routes across Malaysia, Thailand, Indonesia, the Philippines, and beyond.
Carry-on policy: AirAsia base fares do not include a standard carry-on bag. Passengers on the lowest fare tier are permitted one personal item of 7 kg or less that fits under the seat — typically a small backpack or handbag. A standard overhead bin allowance must be purchased as an add-on, either as a baggage bundle at booking or added later (at higher cost).
Size limit: 56 x 36 x 23 cm for the cabin bag, 40 x 30 x 10 cm for the personal item.
Enforcement: AirAsia weighs bags at check-in and increasingly at the gate. If your bag exceeds the 7 kg personal item limit without a purchased allowance, you will be charged for checked luggage at gate prices, which are substantially higher than pre-purchased rates.
Cebu Pacific
Cebu Pacific is the Philippines' leading low-cost carrier, operating both domestic routes and international flights across Asia.
Carry-on policy: Similar to AirAsia, base fares include only a 7 kg personal item. A standard carry-on bag allowance must be purchased. Cebu Pacific sells baggage bundles that combine checked and carry-on allowances.
Size limit: 56 x 35 x 23 cm. The airline measures dimensions at the gate sizer and charges for non-compliant bags.
Tip: If you are flying only within the Philippines, consider whether checked baggage makes more sense financially — Cebu Pacific's domestic baggage add-ons are comparatively affordable.
Vietjet
Vietjet operates throughout Vietnam and across Southeast Asia with aggressive base fares that include minimal baggage.
Carry-on policy: 7 kg allowance on most routes for the personal item/carry-on. Vietjet enforces weight at check-in and sometimes at gate. Standard carry-on size limits apply (56 x 36 x 23 cm on most routes).
One quirk: Vietjet's base fares sometimes advertise as free but include payment processing fees that make the headline price misleading. Check the total fare including all mandatory fees before comparing with competitors.
Scoot
Scoot is Singapore Airlines' low-cost subsidiary, operating medium- and long-haul routes from Singapore to destinations across Asia, Australia, and Europe.
Carry-on policy: Scoot includes 10 kg of cabin baggage when you purchase a "Fly" bundle or higher fare. The base "FlyBag" fare includes checked baggage but not carry-on — always check which bundle you are buying.
Size limit: 54 x 38 x 23 cm. Scoot is consistent about enforcement from Singapore Changi, where bag sizers are present at gates.
Advantage: Scoot's 10 kg allowance is generous for a budget carrier on longer routes and makes carry-on-only travel feasible for most trips of up to a week.
Bangkok Airways
Bangkok Airways is the standout exception among Southeast Asian carriers.
Carry-on policy: Bangkok Airways includes 20 kg of carry-on allowance across all fare classes. This figure is not a typo — it is ten times the allowance of most regional LCCs and exceeds the checked bag allowance of many full-service carriers.
This policy makes Bangkok Airways uniquely carry-on-friendly for photographers, business travelers with laptops and equipment, and anyone who prefers not to check bags. The generous allowance is a deliberate brand differentiator for a boutique carrier that positions itself above the LCC tier.
Routes: Bangkok Airways primarily covers Thai domestic routes and short-haul international routes to destinations like Phnom Penh, Siem Reap, Luang Prabang, and the Maldives.
Airport Notes
Singapore Changi (SIN)
Changi is among the strictest airports in the region for liquid enforcement. The 100 ml per container rule and the 1-litre clear bag requirement are applied consistently, and CT scanners in several terminals flag liquids more reliably than older X-ray equipment. Do not plan on oversized liquid items passing through Changi undetected.
Changi is also efficient — security queues move quickly and screening is organized. Arrive within the standard recommended window (90 minutes for international) rather than padding time for security difficulties.
Bangkok Suvarnabhumi (BKK)
Suvarnabhumi serves full-service carriers and international routes. Liquid rules are enforced, and the airport uses body scanners at most security lanes. Carry-on size enforcement is applied based on airline policy rather than a universal airport standard — expect stricter checks for international carriers.
Don Mueang (DMK), across Bangkok, handles most low-cost carriers. Weight enforcement there is more variable; some travelers report inconsistency. Do not rely on lax enforcement — bring compliant bags.
Manila NAIA
NAIA (Ninoy Aquino International Airport) operates under chronic capacity pressure and inconsistent security queuing. Build extra time into your airport arrival. A terminal fee is technically included in most ticket prices but occasionally appears as a separate charge at older terminals — have cash in Philippine pesos as a precaution.
Vietnam (Hanoi Noi Bai and Ho Chi Minh Tan Son Nhat)
Both major Vietnamese international airports follow standard ICAO liquid rules. Enforcement is applied consistently. For immigration on arrival, Vietnam requires a visa or e-visa for most nationalities — check your requirements well in advance as processing times vary.
Frequently asked questions
Does AirAsia include carry-on in the base fare?▾
No. AirAsia base fares (the cheapest tier) do not include any checked baggage and restrict carry-on to a small personal item of 7 kg or less on many routes. A standard cabin bag allowance must be purchased separately.
How strict is Singapore Changi about liquids?▾
Very strict. Changi enforces the 100 ml per container and 1-litre bag rule precisely. CT scanners are in use at several terminals, and bags are routinely flagged for detailed inspection. Do not rely on liquid items slipping through.
What is Bangkok Airways carry-on allowance?▾
Bangkok Airways allows 20 kg of carry-on luggage, which is exceptionally generous compared to other Southeast Asian carriers. This allowance applies across fare classes and is included in the base ticket price.
Do I need to pay for carry-on on Cebu Pacific?▾
Yes on base fares. Cebu Pacific's lowest fare class does not include a standard carry-on allowance. Passengers must purchase a baggage bundle or carry only a small personal item under 7 kg that fits under the seat.
Is Don Mueang airport less strict than Suvarnabhumi?▾
Generally yes. Don Mueang, which serves most low-cost carriers flying within Southeast Asia, has historically applied carry-on weight checks less consistently than Suvarnabhumi. However, enforcement can vary by airline and day.
What documents do I need at Philippine airports?▾
At Philippine airports, particularly NAIA, you will typically need your boarding pass and a valid government ID or passport for domestic flights. International departure passengers should also be aware that a terminal fee is included in most tickets now but occasionally appears as a separate charge at older terminals.
